This deals with inactive admins of active domains, and is IMO a little aggressive. IMO a system which deals with inactive domains only, is a better solution. The name servers can be checked once a year or so, and if they don't work, an e-mail with a grace period of two months can be sent to all registered e-mail addresses. Weekly e-mails will do fine. Alternatively, at any stage anyone who knows that the name servers of a particular domain don't work, can apply for that domain via the usual channels, and when the Zanet admin gets to that application, he then adds the domain to the "warning mails" process which is the same as the above (two months grace period).
