ZA NiC policy is set exclusively by the ZA NiC Hostmaster, to the best of my
knowledge.  :-)

Firstly, stop panicking.

Don't believe anything about a policy change regarding ZA NiC services unless
it came from an official channel.  Which usually means an email from
the ZA NiC Hostmaster to this list, and/or a notice on http://www.za.net/.

It should be obvious to anyone that that the message causing this ruckus did
not come from any official ZA NiC channel.

Secondly, read your email headers.  :-)  In this case, the following ones are
of interest:

  From: FreeDNS Service <freedns@xxxxxxxxxxxxxxxxxxxx>
  To: pavel3@xxxxxxxxxx
  Resent-From: pavel3@xxxxxxxxxx
  Resent-To: freedns@xxxxxx

The message was originally sent from what one would assume is a mailing list,
<freedns@xxxxxxxxxxxxxxxxxxxx> to one <pavel3@xxxxxxxxxx>.  pavel3 then chose
to resend ("bounce") it to the ZA NiC list, for reasons best known to
himself.

Some superficial digging on the progipark.com website reveals that they're
involved with the running of the freedns.at domain, which one can only assume
provides (or used to provide) free domains under the Austrian TLD.
