yeah your isp is a good place to start  as far as obtaining static ip's 
go .That is if all you want is to run a box cheaply and efficiently.If 
you have the skills to do it and the bandwidth then i'd say run one out 
of your home or home office . If not then you may want to look at a 
co-location service  . In addition to the links every one else has 
posted you may want to take a look at www.massiveisp.net they offer 4 gb 
transfer per month  for under $700 (US) per  month which can include a 
block of up to 5  static ip's multihomed to one machine . Another 
company you may want to look at is straynet.com they are how ever 
expensive so be fore warned .
