[FreeDNS] Slightly off topic

Hi all,

I know this is probably the wrong place to ask, but seeing that it has to do
with domain registering, I didn't know where else to ask.

Where does one get a NIC Handle ? Do you have to register a domain before
one gets assigned one, or is there another place ?
