I belive that ZA NiC has had a change of policy.  See point 10 on their
policy page:

  http://www.za.net/policy.html

 "Registration of a subdomain of .za.net and .za.org is restricted to
  individuals and organisations with a presence in South Africa. Valid South
  African contact details are required to support the registration."

As far as I can remember, the ZA NiC policy always stated that the service
was intended for use by South African individuals and organisations, but that
it was open to users in the rest of the world as a special dispensation.

>From what I had heard, this special dispensation had been somewhat abused by
non-South African individuals mass-registering domains.  I suppose that for
that reason, this possibly regrettable policy change was forced upon ZA NiC.

Note:  I'm in no way affiliated to ZA NiC, so everything I write is simply my
own personal interpretation of events - I may be wrong, and I may be
misinformed.
