Suggestion: Require an annual renewal email from the domain's registered email address, with an additional grace period and warnings. E.g. An automated system that sends email messages in the line of "Your domain will expire within 6 months. Please reply to this message to have it renewed.", after which you could point the domain to a warning page: "This domain will expire within 1 month, please follow instructions at X to have it renewed."
I don't think one email per year is too much to ask if you care about your domain. I'm sure as it is, there's a lot of stagnating domains that is not being used.
