Do you have a firewall blocking access to the name server?  Is your name
server configured to ignore queries from everybody but you?

I can't ping the IP address mentioned above.  I can't traceroute to it
either.  Also, if I try to query it for the SOA record for penryn.za.net
I get no response:

$ dig @196.35.23.3 penryn.za.net soa

; <<>> DiG 9.2.3 <<>> @196.35.23.3 penryn.za.net soa

;; connection timed out; no servers could be reached
