Yes, there is.  The current administrator of our ccTLD won't allow it,
and he never has.

It's up to the administrators of each ccTLD how they want to run their
zone.  In our case, a hierarchical subdomain structure has always been
strictly enforced.  Frankly, I prefer that to the chaos that reigns
in... oh, say .de, for instance.
