DNS can be entertaining, yes.

That does not necessarily follow, no. :->

"domain mapper"? What's that, pray tell? Am I missing something?

Plain English:
1) Set up two (or more) independent nameservers to be authoritative for
plug.org.za (a primary and one or more secondaries). If you can't do this
yourelf (surely a LUG has access to the resources?), get someone like
GraniteCanyon to do this for you. First prize would be doing it yourself,
though.
2) Add an A record to the plug.org.za zone file to point to the IP of your
web server - www.plug.org.za or whatever.
3) Make sure you know the IP numbers of your nameservers. Make sure they're
correctly configured [dig(1), nslookup(8), dnswalk(1), etc.]
4) Register your za.org domain via email or the web form. Don't do this
before you've completed (1) and (3), or it'll be rejected.
Congratulations, you now have a domain.
5) Set up your web server.
Simple enough? :-)
