yeah, afaik that's a "lan surfer" or for an smtp queuing client.

nope, that's more for businesses who can't afford a leased line, so they
basically end up with mail spooling on the ISP's server, and dial up every
x amount of minutes, issue an ETRN command to the server holding the mail,
and the mail is spooled down to them.

It cost a alot more than a normal dialup. Mweb now offers this service.
