Ah, this is an odd one. For some reason the "empty" Technical Contact
section you had in the template wasn't really empty at all. Every
line had a strange control character in it (meaning that if we
validated the template it would end up with a corrupt technical
contact section, making it really hard to maintain in the future).

We see these control characters very occasionally, both in blank
lines and sometimes in or at the end of lines too, and I've still
not been able to get to the bottom of what causes it.

Steve, could you contact me off list with some details about what
editor you used to complete the template etc so that I can try and
figure it out please?

In the meantime, if you resubmit with all the details filled in
I'll validate it asap.
