This is incorrect. No part of the DNS infrastructure is itself dependent
on PTR records being in place. An NS record points to a hostname, which
must have an A record pointing to an IP address, that is all. The
problem is that the nameserver at that IP address is not responding
correctly for the domain the NS records indicates it should be.
