Its all to do with glue management.... that sticky stuff that no one
likes but holds the DNS together. Technically - if your nameservers are
in the same domain zone file that you are using them in as nameservers,
then you need their "A" records (just once!).

In order to get their house in order, the ".com" people went through a
process of "registering" all nameservers. Historical stuff was simply
added, new nameservers needed to be registered.... even if they were not
in ".com". 

I believe that it can make technical sense to register nameservers in
the zone that they live in - but not if they naturally live in another
zone. I believe that the ".com" people went a bit too far... but if you
want to play along - get your nameservers registered with them.

As I was the person who wrote the technical side of the "co.za" system -
I have an idea of what I'm talking about (might not be well put down in
words though :) Glue management is a pain in the arse - the automated
"co.za" system can get it wrong sometimes - due to the weird and
wonderful way DNS items can be added to a zone - then removed - then
added... etc.
