You can register a domain with them, but THAT'S IT. ZA NiC will no more provide Web space than, say, Internic. The normal sequence of events would be (much simplified): 1) You set up your Web/mail/etc. server(s). If you're unable to do this, have somebody host them for you. 2) Set up at least two nameservers for your domain. If you're unable to do this, have somebody else (like your ISP or the above-mentioned Granite Canyon people) do it for you. 3) Register your domain with the apropriate registering authority. The registering authority is responsible for nothing more than making sure that queries for your domain get referred to the nameservers you set up for your domain. In your case, ZA NiC will ensure that any queries for chime.za.net get referred to either ns1.granitecanyon.com or ns2.granitecanyon.com.
